Floyd County Mugshot Public Records
A booking photograph is an agency image tied to a specific arrest or admission. Release does not turn that image into proof of a conviction. The charge may later be dismissed, amended, resolved by plea, tried, sealed, or expunged. Pair the photograph with the Floyd court disposition and the release record when context matters.
Kentucky’s Open Records Act provides the request framework, but exemptions and corrections-record limits still apply. KRS Chapter 61 includes the access provisions and KRS 61.8746, which restricts specified commercial uses of booking and official inmate photographs. Public access is not blanket permission to republish or misuse an image.
A released person normally leaves a current custody display. That does not erase the agency’s underlying booking file. The right question is which office made the image and whether an official copy remains releasable.

KOOL covers Kentucky DOC offenders and some DOC-linked jail records. It does not contain every Floyd County booking. The KSP registry is narrower still. Its absence proves little because most releases carry no registration duty.
For an ordinary pretrial booking, the detention-center image and Floyd court file are the relevant local records. For a state prisoner held at the county jail or Southeast State Correctional Complex, KOOL and the DOC file may provide a separate image. Federal and immigration records belong to their own systems.

The Floyd County Sheriff’s official site links to VINE, court dockets, and the Kentucky registry, but no sheriff jail app or released-photo gallery was identified. An app from another county must not be used as a substitute. A commercial page using Floyd names also does not become an official county record.

Request a Floyd County Booking Photo
Address a Kentucky open-records request to the official custodian and seek an existing image rather than asking staff to research or create a report. The reviewed sheriff site does not publish a dedicated booking-photo form, email, fee, or delivery promise. Confirm the correct custodian and current delivery method before sending the request.
- Identify the booking. Give the full name, approximate booking date, and any known booking number.
- Name the record. Request the original booking photograph tied to that event.
- Add context records if needed. Ask for the booking sheet, custody-status history, release transaction, and release authority.
- Request partial production. Ask the custodian to redact exempt material and provide the nonexempt remainder with the legal basis for withholding.
- Choose a format. State whether inspection or an electronic copy is preferred, then ask for current costs before agreeing.

Kentucky law generally calls for an agency response within five business days after receipt, subject to the statute and a lawful explanation or extension. That is not a promise that the image will be released. Juvenile, sealed, expunged, security-sensitive, victim, medical, and other protected material can be withheld.
A narrow request tied to one booking gives the office a clearer target and helps separate the photograph from protected case files. Ask the custodian to cite the legal basis for each withheld part. Do not ask staff to certify guilt or summarize the case.
The final disposition comes from the Floyd clerk. The custody log or release transaction shows when and how the jail stay ended. Keeping those records with the photo prevents the arrest image from being mistaken for the later case result.

An article image might be a booking photo, court image, video frame, or older file photograph. Read the caption and publication date before treating it as an agency booking image.

Commercial mugshot and data pages may retain old arrest images after the official record changes. Do not rely on their labels, do not hotlink them, and do not pay a removal service based on a claim that cannot be verified.
When news documents an exit, note whether it was bond, sentence end, transfer, or supervised release. Home incarceration and GPS can follow physical release. A dated article can corroborate one event, but it cannot prove county-wide release hours, the usual exit door, or a general photo policy.
Floyd County Expungement and Mugshots
Kentucky expungement can change public visibility. KRS 431.076 addresses eligible acquittals, dismissals, and non-indictments. KRS 431.078 covers eligible misdemeanors and violations, while KRS 431.073 addresses eligible felony convictions subject to its terms and waiting period. KRS 431.079 defines the certification process for conviction expungement.
An expunged or sealed matter may disappear from routine public access, but a cached news or third-party image may not update at the same time. Send the controlling order to the official source first and ask what correction or suppression process applies. For news coverage, use the publisher’s correction channel. Do not assume that payment is required.
KRS 61.8746 restricts specified commercial uses and creates statutory conditions and remedies. It does not turn every image into an automatic takedown case. A court order and the exact source history matter.
Correction and removal are separate. If the official record is wrong, send the agency the correct order details. If a publisher lacks a later result, provide the disposition or expungement order through its correction process. Keep each request and reply.
A photograph should never be detached from its date and source. One person can have several booking or correctional images, and a newer image does not prove what happened in an older case.

A no-photo result needs the same care as a no-name result. It may mean the portal does not publish images, the person is outside that system, the record is restricted, or the search did not match. Floyd County also contains two very different adult custody sources.
